I have a sev ne inch circle and an eight inch circle and only want to cut out between those circles, If I chose cut pocket it cut the whole eight inches.What am I missing

You’ll want the layering to set the 7" one on top (right click>Move to top) and what Ken said, set that 7" one to 0 depth.
Set the 8" one to the desired depth and both should be set to “…pocket” cut type
IF you wanted to even remove the center to make it into an actual ring shape you could then use the “combine” function to essentially erase the 7" portion from the 8" circle altogether…
