What is the best feed rate and plunge rate to cut mild steel?

That is HIGHLY dependant on the rigidity of your particular setup. Low RPM, shallow DoC, cooling/flow and patience is the key. Get end mills intended for hard metals and follow the chip load suggested for that particular end mill.
