Another option would be to create two rectangles and combine them. The newly created shape could then be set outline to to ‘Outside’. Hope this helps.
If both the larger and smaller rectangle have known dimensions the simplest approach would be following what @AdamNorris am on about. Another thing you can do before the “Combine” function is to position them relative to eachother using the adjustment boxes that appear when both rectangles are selected 
Good point. I used the bottom alignment button but forgot to mention it. Or you can manually choose the bottom location to be the same under the ‘Shape’ tab when you select an object.
