Half of the circle is perect and the other half is not. there is no physical obstruction.

Check that your belts and v wheels are tight
Overload of some sort. Feeds and rpm? The cut doesn’t appear to be smooth, is the bit dull / rpm to high??
I am pretty sure if you where to run the same circle with the bit just above the material it will be a true circle.

I found the problem
a small piece of metal stuck in the bearings of the X axis.
