definitely dbl check that jumper
Took a CLOSER look at jumper and found the issue. It was on the last pin, and the other leg was just hanging.
Moved it over to where it should have been, and problem is solved. Thanks guys!

Yeah. If you look at the video clip I posted, you can see that the jumper is in the wrong position.
