Unable to resize some elements

I am sharing my project for a sign I am making. I am wanting to enlarge the sign to fit within the 31x31 plywood. When I select all and drag the corner to enlarge, everything but the semi-circles of the logo enlarges. The semi circles seems to be locked. I do not want to enlarge each one as this is part of the customers logo and I want to keep it as true to their logo as possible. Can anyone assist?

The circles are pinned, look for the little pin in the upper left of the shape dialog box and unpin.

OK, I have did a select all, locked and unlocked the sizes and it is still not re-sizing. I do not see the pin option when I select them.

Nevermind, found where to enable pinning in Easel and found that they were locked.
