Please take a look at the video and tell me if its normal for a bearing to spin the way this one is. I haven’t seen it do this before. Thanks!

It seems not tight enough. You better adjust eccentric nuts little tighter. It must be turning very hard with fingers.
The bearings in the V wheels are suppose to be a light press fit in the Delrin wheel. Specs call for a 16mm OD bearing to press into a 15,95mm hole in the wheel.
I checked one of mine and the bearing measured out at 15,96mm and the wheel at 15,95mm.
It looks like your wheel is an even looser fit.
