You would have to learn how to convert your image from one format to another and then tweak it.
This is an online tool that takes images and tries to create 3D representations of them.
There are other software products such as Vectric’s photo v-carve.
There are some tutorials on Youtube that cover some other methods.
Here’s one I found. Worked great on the Grandson’s class pics but you have to cut shallow with a Tapered Ball Nose like around .050 deep.
