If I down load a picture and want I line going round it following the contour of the picture so I can set it to cut out, what is the best way to do this .
If you have the outline as a path (photoshop is a great tool for that) then you can offset using either illustrator/Inkscape or the app in easel.

Use the offsetter app you can set it to be whatever distance you need.
