What kind of work is it you wish to carve? Picture examples are good 
30-60deg V-bits
1/8" straight bits
1/4" straight bits
Will go a long way.
Wood - depend on what is available to you
MDF carve nice but must be treated to deal with moisture.
Oak / bamboo etc.
