Is there a way to have easel do the holes “in order” when the piece is horizontal? The estimate is 18m for both but I feel like that cant be true it must save time to not have to go back and fourth each time…
No, the order is controlled by the Easel toolpathing algorithm and is not user controlled

You could try using separate workpieces for each row of holes and/or outline.
