How does one begin to go about making a photo into 3D (2.5D)? for Easel? I have a dear friend (Sam Wang) who has died I would like to make a keepsake plaque of his face.

I’d say you could convert a jpeg with inkscape and save that as a dxf or svg format file. There is also photovcarve, which I’ve seen used for lithopanes.
Here is a site that will convert jpeg’s or png’s to stl for 3d carving. You’ll only want to carv about .030 to .060 deep though or it gets distorted but it’s free and you can play with it. Convert PNG, JPG 2D Images to 3D STL Mesh Model File Free Online Tool - ImageToStl
Use software like Adobe Photoshop or GIMP to adjust the contrast, brightness, and sharpness of the image. You can also convert the image to grayscale for better results.
Use a specialized software like Vectric Aspire, ArtCAM, or other CAD/CAM software to convert the 2D image into a 2.5D relief. These software tools allow you to generate the depth map needed for the relief carving.
