Is this the way to do this 2 stage cut? When I have them in the same work area the stars are roughed out as well. Can I select the parts of the file that are to be cut differently?

Only in the manner that you’ve done here by using multiple “workpieces” within Easel… No, within a single “workpiece” the design elements cannot be individually assigned to the various bits within one workpiece…
