doesn’t look like it is optimized for V carving. It’s just line work.

No. I’m not sure whether I can explain it well enough in English. V-carve optimized files like the star wars dial have clear areas that are to be cut away, and other areas that will remain intact. i.e. the black and white portions of that artwork. This file looks like it is meant to trace the lines on-path rather than have a V-bit do its thing inbetween them.
