VERY Green on CNC Machines NEED HELP Please

Hi Guys
Need help on a few things starting with best CNC Machine for wood carving around the $1500 AU (USB 6040 3 Axis) ???
Does Easel Run the CNC machine or do i need a program like Mach3

Running a laptop on Windows 10 -64bits
Location-Sydney Australia

Any help would be great

Easel should run on any GRBL based system
