that is up to personal preference. what program do you interact with well. what type of program do you use that you understand and has an interface that operates in a method that makes sense to you.
everyone is different in the way they understand and learn. so everyone has a different program that they understand better. some use Fusion 360, some use V-carve, some use Easel, some use meshcam, some use Carbide-Create. the list goes on and on.
what I would recommend trying several and see which ones you like and which one does what you need well.

V carve desktop or pro. If looking for free software try Inkscape
If you make your claim solely based on “free” then why not list Carbide Create. it has V-Carve plus all the local fonts you want to install and is as easy to use as Easel. and it is a CAD software that sole purpose is to generate G-Code from the design.
Inkscape is a vector program that is not really cad software. it can be used to create vector graphics to import into cad software. but it is what it is.
Excellent idea. I just downloaded this software and only briefly looked at it. Definitely should be included
