How to draw an ellipse within an ellipse?

Hello,

I have given up on converting my DXF files to SVG, because they are not working (in Inkscape or Adobe Illustrator CS4.) I had drawn 3 ellipses to be cut out of a small laminated veneer sheet:

Three identical ellipses, just rotated to fit on the board. These would look sort of like bracelets.

Note that there is an ellipse within an ellipse - how do I draw the parallel inside ellipse, just using Easel? Or, since I have to start over and draw these, should I draw them in Inkscape? (Maybe Inkscape has an “offset” function.)
